I say the latter. The NY Times reports on two blacks recently elected to the state legislatures of Alabama and Mississippi. It's not that blacks got elected to the state legislature, it's that they represent districts which are overwhelmingly white. This is a relatively new phenomenon. It might portend changes in the Southern racial/political dynamic but "old times are not easily forgotten."
Please note the comments of one Alabama resident, James Rice, on the "two" types of black folk. Crude.
